            <title>Official Convention Call</title>

                <![CDATA[I, Gary C. Byler, Chairman of the Second Congressional District of Virginia Republican Committee, pursuant to the State Party Plan and as directed by the District Committee, do hereby issue this call for a District Convention of the Second Congressional District of Virginia Republican Committee to be held on Saturday, May 12th, 2012, at <br />

Registration from 10:30 am EDT, the Convention will call to order at 12:00PM<br />

Purpose of Convention<br />
<br />
<br />
<br />
a)	Electing a District Chairman of the Republican Party; <br />
<br />
b)	Electing 3 members of the State Central Committee;<br />
<br />
c)	Electing 3 delegates and 3 alternate delegates to the 2012 Republican National Convention to be held at The Tampa Bay Times Forum in Tampa, FL or its alternate site <br />
<br />
d)	Nominating 1 Elector from the Second Congressional District of Virginia to serve in the 2012 Electoral College; and<br />
<br />
e)	For the transaction of such other business as may properly come before the convention.<br />

Qualifications for Participation<br />
<br />
<br />
<br />
All legal and qualified voters of the 2nd Congressional District under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who have met the requirements set forth in the Unit Committee Call in which they filed and were elected. <br />
<br />
<br />
<br />
To participate, each individual must file and be elected through their local Republican Party committee.<br />
<br />
<br />
<br />
Registration<br />
<br />
Convention registration shall begin at 10:30 AM and shall remain open until such time as the balloting shall begin. At such time, registration will be suspended and the Credentials Committee Chairman shall report to the Convention the number of delegates eligible to vote. At the conclusion of balloting, but prior to the announcement of the balloting results, registration shall re-open to permit registration of delegates who have not yet registered. In the event additional balloting is required, registration shall be suspended as above. The Convention shall be called to order at 12:00pm. Upon commencement of the first ballot for any office and thereafter, no quorum call or point of order regarding the quorum of the Convention or of any committee thereof shall be in order.<br />

Balloting<br />
<br />
Election to office of the Chairman will be by majority vote, all other offices will be by plurality vote.  Where necessary, upon completion of the first ballot, if any contest shall not have been decided by majority vote, it shall be in order to proceed immediately to a second ballot to decide the remaining contests. Subsequent ballots shall be so conducted until all contests have been decided by majority vote. There shall be no requirement for any candidate to withdraw in any contest prior to the final ballot for that contest. <br />

Composition of Convention<br />
<br />
The District Convention shall be composed of individuals who are elected as delegates and alternate delegates by the respective units they represent. Representation shall be based on a percentage of the total number of Republican votes cast in each county and city in the last gubernatorial and presidential elections combined. Each unit is allowed one (1) Delegate Vote for every five hundred (500) Republican votes cast, or major portion thereof in each county or city or portion thereof in the district. Each unit shall be entitled to at least one (1) Delegate Vote. The delegates and alternates shall be elected in county and city mass meetings, party canvasses or conventions that shall be called<br />

for this purpose in conformity with the Plan of Organization of the Republican Party of Virginia by each unit committee. The delegate votes by each Unit shall be as follows:<br />

The delegates present in a given Unit delegation shall designate which alternate delegate(s) shall vote in the place of an absent delegate(s) except where the electing body electing the delegates has determined another method of alternate delegate selection. The delegates present and voting at the Convention shall cast the full vote of the Unit delegation with proportionate weight given to majority and minority vote. In no event shall any person cast less than one-fifth (1/5) of a delegate vote.<br />

Filing Deadline:  12:00 Noon, Thursday, February 16th, 2012.  All letters of candidacy and fees must be filed with the Nominations Committee Chairman, John Salm, and must be received prior to the deadline. No nominations will be accepted from the floor or after noon on February 16th, 2012.  Mail to John Salm, Second Congressional District Republican Committee, 505 S. Independence Blvd, Ste. 201, Virginia Beach, VA 23452.  POSTMARKS NOT ACCEPTABLE.  Letters of candidacy and filing fees may be hand delivered from 10:00am -12:00 Noon, Thursday, February 16th, 2012 to the Byler & Sampson Law Firm, 505 S. Filing for Chairman of the 2nd Congressional District Republican Committee<br />
<br />
Any person who desires to seek election as Chairman of the 2nd Congressional District Republican Committee must deliver a letter of candidacy along with a non-refundable filing fee of $1,000.00 (One Thousand dollars and zero cents) to the 2nd Congressional District Republican Convention Nominations Committee Chairman of the Nominations Committee, Mr. John Salm, or his designee.  See Filing Deadline paragraph above for details.<br />

Filing for Member of the State Central Committee of the Republican Party of Virginia<br />
<br />
Any person who desires to seek election as one of three at-large State Central Representatives of the 2nd Congressional District Republican Committee must deliver a letter of candidacy along with a non-refundable filing fee of $250.00 (Two Hundred Fifty dollars and zero cents) to the 2nd Congressional District Republican Committee Chairman of the Nominations Committee, Mr. John Salm, or his designee. Filing for Delegate and Alternate Delegate to the 2012 Republican National Convention<br />

Any person who desires to seek election as Delegate or Alternate to the 2012 Republican National Convention must deliver a letter of candidacy along with a non-refundable filing fee of $250.00 (Two Hundred Fifty dollars and zero cents) to the 2nd Congressional District Republican Convention Nominations Committee Chairman, Mr. John Salm, or his designee. Filing for Presidential Elector from the 2nd Congressional District of Virginia<br />
<br />
Any person who desires to seek election as Presidential Elector from the 2nd Congressional District of Virginia must deliver a letter of candidacy along with a non-refundable filing fee of $500.00 (Five Hundred dollars and zero cents) to the 2nd Congressional District Republican Convention Nominations Committee Chairman of the Nominations Committee, Mr. John Salm, or his designee.  See Filing Deadline paragraph above for details.<br />

Certification of Delegates<br />
<br />
The said delegates and alternate delegates to the District Convention so elected shall be certified in writing with their respective names, addresses (including zip codes), and optional phone number and email addresses over the signatures of the permanent chairman and permanent secretary of the unit mass meeting or convention, or of the unit chairman of the unit committee which may have conducted a party canvass to select the delegates and alternate delegates. <br />

ALL CERTIFICATIONS AND APPLICABLE FEES, REGARDLESS OF THE DATE OF UNIT MASS MEETING, PARTY CANVASS OR CONVENTION MUST BE POSTMARKED NO LATER SATURDAY, APRIL 14, 2012, OR DELIVERED IN PERSON NO LATER THAN 12:00 P.M., MONDAY, APRIL 16, 2012. ALL CERTIFICATIONS AND FEES SHALL BE DELIVERED TO THE 2nd DISTRICT CHAIRMAN, GARY C. BYLER,505 SOUTH INDEPENDENCE BLVD. SUITE 201, VA.BEACH, VA 23452 OR HIS DESIGNEE. After the filing deadline of the certification, no change may be made except a certified alternate delegate may be made a delegate. Payments for registration fees are not deductible as charitable contributions for income tax purposes. A copy of the published call of the convention, mass meeting or party canvass called for the purpose of selecting delegates and alternate delegates to said convention, must accompany the certification with the date of publication included. Resolutions<br />
<br />
Resolutions proposed to be considered by the 2nd Congressional District Republican Convention shall by typed and submitted to the 2nd Congressional District Republican Convention Resolution Committee Chairman, receiving such resolutions via regular mail at 505 S. Independence Blvd. Ste. 201, Virginia Beach, VA 23452<br />

prior to 12:00 PM on May 2, 2012, or in person on May 3, 2012, prior to 10:00 AM. The Resolutions Committee shall meet and report on all such resolutions so submitted. Submission of resolutions after 10:00 AM the day of the Convention is prohibited.<br />

Committees<br />

Members of the Convention Arrangements, Credentials, Nominations, Elections,<br />
<br />
Resolutions and Rules Committees shall be appointed by the 2nd Congressional District Republican Committee Chairman and shall meet in advance of the Convention (at the discretion of the Chairman of each such Committee and the District Chairman) to perform their duties subject to ratification by the delegates present and voting at the Convention. The Convention shall be conducted in accordance with the Plan of Organization of the Republican Party of Virginia, and Robert’s Rules of Order, Newly Revised, 10th Edition. An abbreviated version of this Call, indicating date, time, location, purpose, fees and information on how to obtain a full copy of the Call, shall be published in a newspaper of general circulation within the District at least fifteen (15) days prior to the earliest filing deadline provided herein.<br />

A full copy of this Call for Convention shall be posted, and available via download, on the Republican Party of Virginia website.  A copy of this Call will also be posted on active websites of subordinate Units within the 2nd Congressional District. It will also be made available via written request to the 2nd District Nominations Chairman.<br />

            <description>The Second Congressional District of the Republican Party of Virginia is pleased to invite our future party leaders to a training seminar on Saturday, August 18th, 2011 at the new 2nd District Headquarters located at 2300 E- Little Creek Road in the Roosevelt Shopping Center.

Featured speaker will be Mr. Richard Krauss and will speak on matters regarding communications, voter organization, campaign events and coalition building.

Mr. Krauss is a past-chairman of political organizations for the Republican Party of Virginia and held that post longer than any other member in recent memory. He is the Director of Communications for the George Allen Campaign, is a speaker for the Sorensen Institute and is listed as one of the 20 most influential power-brokers in the Republican Party of Virginia.
